In the early 70's [at the height of cocaine's popularity] it became fashionable to wear a razor blade around one's neck because it identified the wearer, by association, with the exclusive 'cocaine elite' that ran in certain pop, fashion, and art circles. Gradually, this trend spread into the general population, having completely lost its association with cocaine.
The trend resurfaced among gothic/punk/emo crowds because of it's association with suicidal tendencies and 'living on the edge.' And, as one might expect, it has slowly bled back into the mainstream as a fashion accessory benign enough for Paris Hilton's wrist. (As a bracelet, not as a suicide attempt.)

If I came home with anything that had a razor blade on it, my parents would commit me. They already think it means I'm depressed when I paint my nails dark colors!
My old boss at Levis had a thing for HUGE belt buckles and sometimes wore a giant silver razor blade one. Another fave of hers was a life-size (and most likely real) scorpion suspended in an oval of glass like a paperweight.
I saw those razer necklaces a while ago, quite wild. That first picture freaks me out...what if she split her tongue?
Back in my day, I got a real razor blade, dulled it up, and hooked it onto a paper clip, and voila: earring.

As a fashion statement, razor blades conjure up some sad and destructive mental images.
Better to leave them for personal grooming and find other more positive and palatable items to hang around one's neck, wear on one's wrist, display in one's ear (s)or put in one's mouth.
